Gorgeous dress; sleeves too tight

I got a typical size 16 for my 9 year old and the size is perfect, but the sleeves are extraordinarily tight for the size. I had to put my arm in the sleeves to try to stretch them a bit, because otherwise my daughter and I love the dress. The material is actually quite soft & stretchy!
